The application for licensure conversion is now available in the CORE licensure application system. Please review the information, including requirements and application instructions, below.
In accordance with recent legislation, Ohio educators whose 5-Year Professional teaching licenses (including Lead Professional and Senior Professional) are eligible for renewal may either renew their license and maintain their current grade bands, OR they may convert to the new Elementary and Middle School (PK-8) license or an Adolescence to Young Adult (7-12) license. Note that once an educator converts their license, the original license will no longer be active upon expiration. Educators may revert back to their previously held license at their next renewal, or they may complete the Supplemental Pathway at the request of their employing school or district if the expired license is required for a teaching position.

Provisional Licenses, Resident Educator Licenses, Supplemental Licenses, and Teaching Certificates
Educators who hold the following license types are not eligible for licensure conversion:
- Expired 2-Year Provisional licenses
- 2-Year or 4-Year Resident Educator licenses
- Supplemental teaching licenses
- Expired teaching certificates
These educators must first meet all requirements and transition or advance their current or expired credential to a standard teaching license. Then once the standard license is eligible for renewal, they may convert it to the Elementary and Middle School (PK-8) or an Adolescence to Young Adult (7-12) license.
Requirements for Licensure Conversion
Note that an educator’s currently expiring or expired license must contain at least one of the grade bands on the license they are converting to in order to be eligible for licensure conversion.
Educators may choose to convert to the Elementary and Middle School (PK-8) or an Adolescence to Young Adult (7-12) license only if their 5-Year Professional Ohio teaching license is currently expiring or expired, and they have:
- Completed all renewal requirements (educators converting a Lead Professional or Senior Professional teaching license must meet renewal requirements for their license type),
- Completed all coursework limitations listed on the license to be converted,
- Completed all reading and phonics coursework required for the new PK-8 license, AND
- Completed all exam requirements for the new PK-8 or the 7-12 license.
Exams
Educators must pass all required exams for the Elementary and Middle School (PK-8) license or an Adolescence to Young Adult (7-12) license. Please see the exam requirements below. ELEMENTARY AND MIDDLE SCHOOL (PK-8) EXAMS
- Educators are required to take and pass both the OAE 055 Primary Education and 190 Foundations of Reading exams. Note that a new content exam for the Elementary and Middle School license is anticipated to replace the OAE 055 in early 2027.
- Educators who have already passed the previous Foundations of Reading OAE 090 exam are not required to take the OAE 190.
- Educators who have already passed the required general elementary content exam(s) for (and have been issued) the Primary (PK-5), Kindergarten-Elementary (K-8), or Elementary (1-8) licenses or 4-5 Early Childhood Generalist or 4-6 Middle Childhood Generalist endorsements will not need to take the OAE 055 for the Elementary and Middle School license.
Reading and Phonics Coursework
Educators must complete all reading and phonics coursework requirements to be issued the Elementary and Middle School (PK-8) license. This includes nine semester hours of teaching of reading coursework and a three-semester hour course in the teaching of phonics in the context of reading, writing, and spelling. Educators who hold an Early Childhood, Middle Childhood, Primary, or Intervention Specialist license may have already completed this requirement. Note that coursework must be completed through an accredited college or university and reflected on an official transcript. Professional development CEUs will not meet this requirement. The Office of Educator Licensure and Effectiveness does not pre-approve or pre-evaluate coursework. Transcripts will be reviewed only with the licensure conversion application.
Licenses Excluded from Conversion
Note that some license types are excluded from licensure conversion. Educators who hold the following license types are not eligible to convert:
- Career-Technical and Career-Technical Workforce Development (4-12) licenses
- Designated Subject (4-12, PK-12, or K-12) licenses
- Early College High School (7-12) licenses
- Early Childhood Intervention Specialist (PK-3) licenses
- Education of the Handicapped (K-12) licenses
- Intervention Specialist (K-12 and PK-12) licenses
- Multi-Age (PK-12 or K-12) licenses
- Permanent Teacher licenses
- Prekindergarten Associate licenses
- Primary Intervention Specialist (PK-5) licenses
- STEM (6-12) licenses
- Temporary Military licenses
- Visiting International Teacher licenses
Applications
The Office of Educator Licensure and Effectiveness will evaluate conversion applications to determine all requirements have been met. Note that ALL educators must submit official university transcripts reflecting their completed reading and phonics coursework requirements with their online application to convert their license to the Elementary and Middle School (P-8) license (unless the transcripts are already available in their CORE Dashboards). Review the Transcript Instructions webpage for information and requirements for submitting official university transcripts.
Professional teaching license holders employed in an Ohio school, district, or educational service center (ESC) will submit their conversion applications through their LPDC. The LPDCs will review the applications only to verify the applicants have met renewal requirements. See the renewal webpage for more information.
Educators not employed in an Ohio school, district, or ESC must provide verification of their completed renewal requirements with their conversion applications. Review the options listed on the renewal webpage.
APPLICATION INSTRUCTIONS
- Access your OHID account.
- Click Educator Licensure and Records (CORE).
- Navigate to My Credentials on your CORE Dashboard.
- Click Action to the right of the license you are renewing and select Conversion from the dropdown menu.
- Complete the online application from your CORE Dashboard.
